New Superintendent Announced

Dr. Ronald Tolman has been selected as the new superintendent for the Box Elder School District.  Dr. Tolman is currently the superintendent for the Jefferson School District located in Rigby, Idaho.  He has served in this capacity since 2003.  Prior to his experience in Idaho, Superintendent Tolman served as the superintendent in Lincoln County School District #2 located in Star Valley, Wyoming.

Dr. Tolman is originally from Afton, Wyoming.  He returned there as an educator and served as an elementary teacher, elementary principal, Assistant Superintendent responsible for curriculum and instruction, and Superintendent before moving on to Idaho.  In 1991 Dr. Tolman was named the Distinguished Principal of the Year for the State of Wyoming.

He completed his Bachelor’s Degree in Elementary Education at Utah State University where he also earned a Master’s Degree with an emphasis in Early Childhood and Supervision.  His Doctorate Degree in Administration was earned at the University of Wyoming.

Dr. Tolman and his wife Sue have been married for 45 years and are the proud parents of four children.  They also have 10 grandchildren.  He loves to mountain bike and is looking forward to exploring the many opportunities in Box Elder County.

Dr. Tolman’s employment with the Box Elder School District will begin on July 1, 2014.

Dual Immersion Program

We have three schools offering dual immersion: Garland Elementary (Spanish); Lake View Elementary (Spanish); and Foothill Elementary (Chinese). Open enrollment ends February 14th. If we receive more applications for any one program than we have space available, the placement of students in that program will be determined by a district lottery. School Closures - Weather Issues

Each time it snows, the phones in the district office as well as the individual schools, begin to ring with the same question: “Will there be school today?”  The answer is always the same: “Yes, there will be school today.”  On particularly challenging days, the reaction to our “yes” response occasionally results in a “vote of non-confidence” with respect to our overall sanity.  I would like to take this opportunity to provide our readers with a few of the basic rules we follow.

The overriding rule is that if our buses can transport students safely, we will have school.  Input comes from Jean Cannon, our Transportation Supervisor, and Jim Christensen, our district’s Director of Facilities.  Jean receives input from our bus drivers.  She is also driving the roads herself.  Jim’s input comes from our maintenance staff that is busy plowing snow well before students or staff are leaving their homes.  Jim is also in regular communication with county and state officials who are busy moving snow on the major highways of our county.  I base my decision on the input that I get.  I’m also the person responsible for making the decision.

Once students arrive at school, the chances of sending them home early are extremely slim although not impossible.  Our biggest concern with sending students home early comes from the fact that there has been little, if any, advanced warning for parents.  This creates a situation where there is no guarantee that homes will be open or adequate supervision will be available.  Generally speaking, students are safer at school until the scheduled departure.  There are times when parents make the decision to come to school and check their children out early due to weather conditions.  We understand that concern and are supportive of that decision. 

The Snowville attendance area tends to experience storms earlier than other areas of the county and thus those students have the highest probability of being sent home early.

We avoid late starts unless the announcement can be made the prior evening.  Again, this is due to our concern for student safety.  Many parents bring their students to school on the way to work.  In some cases, the students are brought to school well before most of our staff arrives.  We fear a student being dropped off at school only to find a locked building. We have the same concern about students leaving their home for the bus stop not knowing that the bus may be delayed for a couple of hours.  If the parent is home and the doors are open, there is no problem, however that isn’t always the case.

Obviously, communication is a key.  If there is a need to cancel school, send students home early, or move to a late start, we will communicate the change in schedule through the following means:

  • Posting on the district’s website at www.besd.net.
  • Contacting the school’s principal so the communication process at the building level may be initiated.
  • Contacting the four major television stations.

The responsibility to get children to and from school rests with the family.  The State of Utah and the Box Elder School District provides bus service in support of the family’s efforts.  If at any time parents feel that it is unsafe for their children to be transported to school they have the option of keeping their children home.

Directory information, which is information that is generally not considered harmful or an invasion of privacy if released, may be released at the discretion of school officials without consent from parents or guardians to individuals or outside organizations for appropriate reasons.

Parents/guardians may choose to withhold any item considered to be directory information by submitting a written notification to the school their child attends within thirty (30) days from the District's public notice of the provisions of this policy.  (Policy 5120)  A new form for non-release must be completed each school year.

Fee Waiver Applications

Box Elder School District requires families to document their eligibility for fee waivers through their 2012 federal income tax return.  In cases where a significant reduction in income has occurred since 2012, families need to provide both the 2012 federal income tax return and current payroll receipts covering the past 90 days.

Immunization Requirements

A recent letter from the Utah Department of Health emphasized the requirement that all students entering the seventh grade in the fall must show proof of having a dose of the TDAP vaccine or an exemption form. The letter indicated that “Students may not be admitted on the first day of school unless they have received a dose of TDAP or have an exemption form. A school cannot conditionally admit students if they are missing the TDAP vaccine.”

Utah Statutory Code 53A-11-301 states that “all” children enrolling in a public school must have an immunization record that documents all required vaccines received. Students must either be in full compliance or have an exemption form on file before they can be admitted to school in the fall.

If a student has an exemption form and an epidemic breaks out, the student must be excluded from school until cleared by the health department. Several students have been excluded multiple days during prior school years due to the fact that they had an exemption form on file and their school had cases of Whooping Cough.

"What Counts" - Progress Report

Chinese Dual Immersion - Enrollment Still Open

The Chinese Dual Immersion program at Foothill Elementary School still has enrollment openings for this fall.  The dual immersion program provides students with an opportunity to spend half the day learning in English and the other half learning in Chinese.  It affords a great opportunity for students to learn a second language while acquiring all the skills related to their grade level in school.

Process for Determing a SNOW DAY

Determining whether or not our schools will be closed due to weather is a group decision with the ultimate responsibility resting with the superintendent.  The most important factor in making that determination is whether or not our transportation department believes that the buses can safely travel on the roads.  Part of that decision rests with the ability of the road crews to clear the highways on which the buses travel.  There are other issues also taken into consideration.

Safety of children is always a chief concern.  There are, however, as many safety issues with children staying home as there are with children coming to school on a stormy day.   A few of the major concerns include children waiting on the highways for a bus that never comes, returning to an empty house without parental supervision, and being dropped off at a school that never opens by a parent going to work.

Much depends on our ability to successfully communicate with as many families as possible.  If school is called off, an e-mail will be sent from the superintendent to all building principals, assistant principals, and directors by 6:00 a.m.  Those at the building level will initiate the various ways that they have established to communicate with students and parents.  The District will also contact the major television stations as well place an announcement on the District website (www.besd.net).

One of the challenges in our district is the vast physical area that the county covers and the great variations in the weather.  What is a definite concern in one area of the county may not exist in another.   One recent example came on January 28.  There was significant fog in parts of the northern and western sections of the county when the sky was clear in the Brigham City, Perry, and Willard areas.  There will be times when parents need to make their own decision as to whether or not the risk of danger is too great for their children even if school is still in session.

One of the downsides to closing school is that our District calendar includes the minimum number of days required.  If school is closed, we are required to make that day up.  This usually includes holding school on a previously planned vacation day or extending one or more days beyond the scheduled break for summer.  One day is probably not a major issue, but we’ve had groups of parents request the closure of school on at least five days during the month of January (11, 24, 25, 28 and 29).

Our staff works hard to provide me with the information that I need to make the best decision available at a time when appropriate communication can be made to students and parents.  Like all decisions, some are better than others.

Due to the weather and road conditions, Parent Teacher Conferences scheduled for tonight have been canceled at Bear River High School, Bear River Middle School, Harris Intermediate School, Box Elder High School, Box Elder Middle School, and Young Intermediate School.  Weather permitting, conferences will still be held tomorrow (Wednesday) after school at BRMS, Harris, BEMS, and Young .

Bus Accident

Box Elder School District bus #2201 was involved in an accident this morning.  The bus and a two-ton pickup were involved in a head on collision west of Corinne.   The bus was transporting students to Century Elementary School.  There were no serious injuries, although three students were taken to the Brigham City Hospital for further examination.

School Safety

Student safety is a critical issue in each school district of our state and country.  In light of the incidents that occurred in Newtown, Connecticut, on December 14 we believe it is important to share with you a few of the many precautions that are available in the Box Elder School District.

 Each of our schools has a safety plan that is reviewed with members of the staff by the building principal on a yearly basis.

  • During the course of a school year, each school is involved in drills that focus on various emergencies.
  • All but a few of our schools have a keyless entry system that requires an employee’s electronic card to enter. Other than the front door, access to the building requires the use of a card in the vast majority of our buildings.
  • Our newer elementary buildings require a visitor to go through the main office in order to access the rest of the building during the school day.
  • Several of our buildings have video surveillance cameras operating at all times.
  • All of our secondary schools and a few of our elementary schools have calling machines that can communicate to a phone number that parents have given the school.
  • The District does contract with the Brigham City Police Department as well as the Garland City Police Department for resources officers each year.  We do have a police presence in our secondary buildings on an ongoing basis.
  • It is important for all school visitors to follow the required procedures that include checking in at the office and obtain a visitors pass before proceeding into the building.

Although our country has been rocked by a number of shootings in the past several years, schools remain one of the safest places for children given the number of students who are present on a daily basis.  Our best protection from violence is a vigilant community of students, staff, parents, and the general public that watches for potential dangers and then reports concerns to school officials and/or law enforcement officials quickly.

            On Thursday, May 10, 2012, the Bear River Health Department declared a Pertussis (whooping cough) epidemic at Harris Intermediate School.   An epidemic is declared when two (2) students are confirmed as having Pertussis.  When this occurs, all students who are not properly immunized are excluded from school until the health department notifies the district that the students may return.  Normally, with Pertussis, a minimum of twenty-one days must pass before notification is possible.  On Thursday, May 12, 2012, twenty-five 6th and 7th grade students without immunizations were notified that they would not be permitted to return to school until notified otherwise.

Legislative Update

 
Developing the state budget with substantially less money available continues to dominate legislative attention and action. However, a few pieces of legislation have been passed that do affect public education. SB16 changes the testing required under U-PASS, and has passed both the house and senate. SB16 eliminates the requirement to administer a norm referenced test each year in grades 3, 5, and 8. For the past several years, that test has been the Iowa Test of Basic Skills.
 
Another bill, HB42 First Substitute, has passed. This bill enables local boards of education to determine the length of time a new employee is considered “provisional.” Each local board could, by policy, extend the provisional status of employees from three years up to five years.
 
Budget Issues
 
Legislative discussions about the budget for next year continue, and are as yet indefinite. Cuts over the current year budget will be at least 3.5% and may be considerably higher. In the remaining three weeks of the legislative session, the actual magnitude of the cuts the district must accommodate will be finalized through legislative action. In preparation for those cuts, Superintendent Laing presented the board members with a list of possible areas the district could cut expenditures. 
 
The list (bottom of page) was not prioritized with the exception that if closing an elementary school is selected, that decision needs to be determined immediately so that the necessary work of realigning can be done; and with the specific understanding that increasing class size was the least desirable option on the list.   The superintendent emphasized that none of the areas listed were desirable cuts; none would be embraced by all employees and constituents, and each would have consequences regarding the district’s ability to provide student experiences as it had in the past.   After considering the list of items, the board decided each member would rank the acceptability of each possible area of reduction, and be prepared to provide direction to the administration at the next regular meeting of the board on March 10. Since the closing of an elementary school within Brigham City is a possible way of saving resources, the board asked district administration to prepare a recommendation according to the parameters of Policy 1225 School Size – Grades K-5. Additionally, board members also asked the administration to prepare information on the benefits and consequences of a four-day week.
 
Board members and the administration of the district are anxious for all patrons of the district to understand the challenges of reducing the budget. Of special concern is the need for all district employees and constituents to understand that the money from the bond election of a few years ago cannot (by state law) be used for on-going operational costs. The bond funds are for building the high schools and the announced new elementary school in Garland. Board members and the administration are keenly aware of the difficulty many have with understanding this difference; after all, the taxes individuals pay is money out of their pockets. But, when tax funds are collected with voter approval for a specific purpose (the bonds and the buildings created through bonding), those funds cannot be spent for any other purpose. Additionally, in spite of the cuts to the operational funds the district will experience, the need for suitable places to provide education for the students is still real.
 
School Fees
 
The board discussed the importance of school fees as means of providing activities and experiences at the secondary level in preparation for adopting a fee schedule at the next regular meeting in March. The board and the administration are concerned that some very supportive booster and parent groups are creating fees, according to state law and rule definitions, in their efforts to support and enhance the experiences of student participants. The board and the administration encourage all support groups to consider the impact on student participation that these financial expectations are having on students and families with limited means.
 
Superintendent Search
 
The search process is underway. Applicants have access to information regarding the desired criteria. The Utah School Board Association has disseminated the position announcement and will be collecting the applications. No new information was reviewed.
 
Closed Session
 
The Board went into a closed session for the purpose of discussing a potential exchange of district property.

Eliminate all student travel for groups and events that are not sponsored or sanctioned by a CTE program or the UHSAA.

Lunch balances are back online in the Parent section of the district web site. You can view the current balance and the last twenty lunch transactions--both charges and deposits. This is part of a private student snapshot page--to view lunch balances, transactions, student schedule, and other information you must login.  A student id and password are required to view the page. If you need this information, your school's secretary can provide it.

District Drug Testing Policy

The Board amended and approved a new drug testing policy, policy 5291, on August 12, 2009. Secondary schools will submit a plan, for Board approval, indicating which activities will be included in the testing program.  Students participating in identified activities will be eligible for random selection of the weekly drug testing.  Drug testing will be done by the Bear River Health Department.  All district-wide policies can be found here.

Standards Based Education

Box Elder School District implemented a Standards Based grading system in grades K-7. This change was made with two goals in mind: first, improve student achievement and second, better inform students and parents regarding each students specific academic strengths.
